I can understand your request, I'd love to release more often, and
ideally each ELPA release should correspond to a normal release and vice
versa.  Currently, that's hard to do because 1. the ELPA repository is
different from the official auctex git repository (different file
structure, etc.), and 2. it's very easy to do a new ELPA release wheras
doing a regular release involves a lot more work.

So the current state of affairs is that the first ELPA release of a
version <major>.<minor> corresponds to the regular release with that
number, but then additional bugfixes might be included resulting in
micro version increments that don't have a corresponding regular
release.

I hope that we can align the ELPA and the official auctex repository
better in the future (ideally, it would be just two different remotes of
the very same git repository) which would at least solve problem 1
above.
