I still can't get your idea. As I said, you don't have to run "make" for
ELPA-devel. The "make" process is done on the ELPA server and you just
get the cooked files locally. There will be no annoyance due to the lack
of .git directory. (You can even get rid or your mercurial repo for
AUCTeX.)

Are you talking about the following topics?
[1] multiple emacs version

Then,
[1] ELPA packages are installed under users' ~/.emacs.d/ directory, so
they are common to all emacs versions. You don't have to install
AUCTeX for each of your emacs versions. Just be sure to install it
by your oldest version of emacs; the .elc files compiled by newer
emacsen are not compatible for older emacsens in general.
[2] Sorry, I admit there is no "out-of-the-box" solution. I suppose the
most feasible workflow is to copy the AUCTeX directory by "cp -r"
into another directory and do experiments on that copy.
