The GNU standards say
"""
This copyright notice only needs to mention the most recent year in
which changes were made---there's no need to list the years for previous
versions' changes.
"""
You might want to review in your local copy exactly what "This" refers
to, but in my understanding there is indeed no need to list anything
but the most recent year.
