I believe he was referring to

However he patched the "Configuring subdirectories" test, which
already used configure.in, instead of "Deep Package", which
actually used both configure.in and configure.ac (maybe using
these two names was a way to check that autoreconf does not
stick to one name when recursing directories?), so the patch had
no effect.
Furthermore, support for configure.ac was introduced in Automake
1.4-p4, released on 2001-06-10 (the last version of the 1.4.x
branch being 1.4-p6 released on 2002-07-28). That might explain
why few people reported the bug. These bug-fix versions
introduce other changes needed to support Autoconf>=2.50, so I'm
really surprised that older versions are still used with 2.59.
