Frankly, I'm hoping that the Awk-related changes aren't much of an issue
except possibly for a few rare machines with proprietary awks.  I do not
expect any issues with user's configure.ac scripts here.  Not quite so
sure about the AS_ECHO related changes.  It would have been nice to
improve its performance first ... but anyway, an alpha release can't
hurt much, so feel free to proceed.

FWIW, I think NEWS should contain something along the lines below.  OK?
Also, the win by the move to AS_ECHO could be mentioned (so as to have a
rationale for the incurred slowdown).  Also, the fseeko regression of
2.61 isn't documented.  (I think the current code is OK.)
