FYI: tiny comment addition

Converting things to git,
I found and applied/pushed this old, trivial patch:

        Add a comment.
        * lib/autoconf/headers.m4 (HAVE_STDBOOL_H): Document the
        2004-05-31 change also with a comment in the code.
