Isn't Open Watcom Win32 based?  If so, the first thing you need for autoconf to
work is a minimal POSIX/Bourne system to allow the configure script to work. 
You can find such a minimal system at  MinGW
is hosted by SourceForge and you can find the files you need to download for
MSYS at  With MSYS you should be able to
configure and use your Open Watcom binaries.
