    doc: a_LDFLAGS always overrides AM_LDFLAGS.
    
    This change addresses https://bugs.gnu.org/34925.
    
    * doc/automake.texi (Program and Library Variables): document
    that using a_LDFLAGS at all, even in the false branch of a
    conditional, means that AM_LDFLAGS is ignored.
