It's trying to create an extra "templates" directory.

Try one of these (but do NOT do both; that wouldn't work either):
  1. Say
        templatedir = ${pkgdatadir}
        template_DATA = templates/test.share

  2. Create templates/, containing:
        templatedir = ${pkgdatadir}/templates
        template_DATA = test.share
