We already have much worse hacks.  But ideally we'd be reducing the
amount of weird code we generate, trying to streamline compilations as
much as possible (hence the fast-dep stuff).

It's entirely possible.  This use probably dates to the original
Cygwin port of automake and most likely has been carried forward
without examination or modification since then.
