Why are you shipping a binary file in your sources?
If you really, really need to, then do it like this, please:

  include_HEADERS = foo.h
  shipped_lib_dir = $(libdir)
  nobase_shipped_lib_DATA = linux/foo.a linux64/foo.a

But it seems very very ugly to me to do that.  Your package should just
create the libraries.
