A compressed copy of the Makefile is attached. 'make' identifies itself as GNU make 3.71.1.A Cygwin build on the same system works fine. In that case, make identifies itself as GNU make 3.81.
I am currently doing a test build on a much older MinGW install on a different system which also has GNU make 3.79.1.
