Yes, the URL points you to the patch.

This *is* the patch.  It patches avrdude.conf[.in] as well as a number
of other files in the source code.

You have do apply the patch to the source tree (using the command
"patch"), and rebuild avrdude.

If that's too much for you, sorry, you have to wait until it's been
integrated into a future release.
