[avr-gcc-list] Updated Win32 avr-gcc tools build guide

Updated everything to build the true checkout version of the CVS sources for binutils and gcc (gcc CVS checkout required for new avr-libc!!!) for win32.   This is of course using mingw32.  New tools needed were a win32 version of CVS tool and updated TexInfo 4.2 instead of mingw's makeinfo 4.0 taken from TexInfo 4.0.  4.2 required to build and install the CVS version of binutils.
