If you look into the announcements on savannah.gnu.org, you'll notice
that GNU moved its physical location, and for that reason, also their
mailing list server lists.gnu.org. They documented that they didn't
take the web server up again afterwards, in order to keep the CPU and
IO bandwidth free to get the mail backlogs done.
