AVRDUDE is at the mercy of your operating system when waiting for a
response from the target. There's a timeout implied when waiting, but
if your OS doesn't return after the timeout, AVRDUDE will just hang
there.
You can add -vvvv (four "v"s) to AVRDUDE to see what it's currently
talking with the target programmer. However, I'm afraid you'll also
need a syscall tracer for your OS to see which syscall is involved
that blocks.
