Shouldn't it become clear from the history who added the character and why he did this?

There seems to be a typo in src/algreba/Makefile.pamphlet
egrep '@<<(domain|package|category) .*>>=' ...

Anyway, the @ makes complete sense to me as an escape character.
Otherwise noweb would replace

  <<(domain|package|category) .*>>

by the corresponding (probably non-existing) chunk text.

Interestingly that place (src/algreba/Makefile.pamphlet) does not appear in the list of

so the @ must have been there before.
