I have just taken an arbitrary foo.dvi and said

cp foo.dvi 'SandBox Axiom Emacs Mode.dvi'
dvips -z -o 'SandBox Axiom Emacs Mode.ps' 'SandBox Axiom Emacs Mode.dvi'

(The last thing is **exactly** as described in the error above.)
I get a .ps file (with spaces) on my Debian Sarge Linux box.

So if dvips is called with the quotation marks then that should be fine.

Bill, that is, maybe worth another entry (AxiomWikiPageTypePamphlet or 
PamphletPageTypeAxiomWiki or both?) on 
http://wiki.axiom-developer.org/SandBoxGlossary?
Or better create a new page with a good first paragraph that can go 
automatically into the glossary.
