On Debian of course the usual method of building Axom would be
from the Debian sources... :)

  apt-get source axiom

and the build-deps are also easy to satisfy.

I would be surprise to learn that latex was not available for
any computer system in use today. If latex is not installed,
then (usually) installing it is straight-forward. For example,
there are several different latex versions available for Windows
systems (miktex being perhap the most common free version).

Anyway, I do not see why the Axiom build should be designed to
require latex. The only really essential tool here is noweb.
