I do not know about Mac.
You find the BBDB tar ball at
http://download.savannah.nongnu.org/releases/bbdb/
The installation than goes through the usual steps on *nix systems,
see the INSTALL and README files.

In what context? BBDB is for GNU Emacs. Then it's probably fair to
say "yes".
