Details:

Shift-F5 worked to select a tool, but since revamping the interface, it has
not yet been implemented in the new system.

Let Ctrl-F5 work so it focuses the first tool, or the one focused last. When
pressed
again, it focuses the next one, and so cycles around. 

Same story for the F5 key, it focuses the editor focused last, and then
cycles through them.
