No; I was responding to your suggestion of deriving a skeleton from
yacc.c.  Such a skeleton would be a derived work, and generated code
that incorporated it would also be a derived work.  So it could be
distributed only under the GPL unless the code fell within the special
Bison exemption for Bison-generated LALR(1) parsers in the C language.

As I mentioned before, this policy isn't carved in stone.  But we'd
need to hear compelling arguments to change it.
