Yeah, we should do that.  But there are so many changes to bootstrap 
already and I believe some were on our end.  After 2.4 is out (hopefully 
in about a week or so), I'd like to sync bootstrap and then write a 
wrapper script that makes sure we use the bootstrap from our gnulib 
submodule.  After that, when we need to change bootstrap for Bison, we'll 
be forced to contribute to gnulib.
