Minor changes, to ensure that die with a clear diagnostic if
dot is not present, and to make self-contained tarballs that
do not require dot.

We still have a problem with make web-manual, as was pointed
out by Théophile, but that's to be dealt with from the side.

I just discovered that almost nothing about --xml is documented.
This has to be addressed before 2.7.
