You might be confusing hex with decimal. 89 hex is equal to 137 decimal. The unicode character with value U+0089 is CHARACTER TABULATION WITH JUSTIFICATION. This is not a printable character which is why you get a replacement character instead (a character that displays its code point in a box).The character ‰ is U+2030 PER MILLE SIGN and I can't explain why'd see that.
