That would happen when creating any new file. Defeats the point of
having a default mode.
I remain of the opinion that the query of TeX-master and the setting
of the file variables is a nuisance at the point of time where we do
it.
It is really a shame that we were not able to make the old behavior
work in all cases without blowing up Emacs' menus.
