That looks good.  My main concern with your first suggestion was that
we'd have to adapt it if the coding of ChangeLog changes.

However, I would not set LANG=C for the whole file but restrict this to
the sed call, analogously to your first suggestion.

Do you happen to know why this fixes the bug?  (It also works if you use
UTF-8 for the file.)
