bug#23081: emacs-auctex: fill-paragraph always sets the modified flag

This is the same in Emacs' *scratch* buffer as of

GNU Emacs 25.1.50.2 (i686-pc-linux-gnu, GTK+ Version 3.18.7) of 2016-02-24

so it's not particular to AUCTeX.
