texinfo.tex not included in the autoconf distribution

autoconf-2.54 doesn't have a copy of texinfo.tex in the doc/ directory.
It should.  For some reason, TeX found a 1999 version of texinfo.tex
that didn't have @copying in it.  I copied in a more recent version to
the doc/ directory and then `make dvi' worked just fine.

(Now I have to find out why my Redhat 7.2 system found such an old version
of texinfo.tex, but that's another problem.)
