code like
AS_IF(coindition,macro calling AC_ARG_VAR)
expands the vars inside the scope of the AS_IF
actual code produced (from a patch to make gegl not having automagic deps)
in configure.ac
PKG_WITH_MODULES(AVCODEC, libavcodec,
have_libavcodec="yes",
have_libavcodec="no (usable libavcodec not found)")
in the produced configure

using the common if check as in

everything works as supposed.
