I've seen this as well, when lib/m4sugar/version.m4 is not up-to-date. I
think we may have a missing dependency, where incremental builds do not
recreate the file correctly. For me, 'rm lib/m4sugar/version.m4' followed
by 'make' seemed to clear it up.
