The thing that I don't understand is: why do you even need any of
Autoconf or Automake installed for building an ntp release tarball?
It should contain all autotool-generated files, leaving you only to
run ./configure and make and make install.

For all further questions regarding how to build ntp, I'm afraid you
might have to ask over at an ntp-related mailing list, or look at their
documentation.

Oh well.  Maybe they have a FAQ that covers your case, or the mailing
list has a search function to look for other users with similar issues
who have posted in the past.

Well, not knowing something is fairly accepted on most mailing list,
but most regulars will expect users to be able to search for information
prior to asking.
