Thanks for the investigation. I wouldn't bother changing the code. Might not hurt to add something like the following to the NEWS item.
"However, cache variables like ac_cv_header_stdlib_h are not set by default; if you need them, you can use calls like AC_CHECK_HEADER([stdlib.h])."
