The AUTOMAKE_OPTIONS flag "cygnus" suppresses automatic generation of
DIST_SUBDIRS from SUBDIRS. But the distclean target is still emitted, and
normally used, and no subdirs get cleaned in this case.
I'm going to look at migrating GNU binutils away from the "cygnus" option, I
think. It's turning up too many broken corner cases.
