Description:
        \C-q,s,z keys are don't work and are complete
unbindable.  I've compiled the latest release of bash
on Cygwin, Solaris 8, and this Redhat system.  The
same problem persists.  Under Konsole, the sequence of
\C-q, \C-s renders the current terminal completely
irresponsive (it has to be killed.)

Repeat-By:
        Start up bash shell with default options --noprofile
--norc.

Fix:
        If I run bash --noediting, I don't get this problem,
and if I press \C-v, the cursor becomes a caret, which
is a nice touch.  I think this might be a readline
related issue...
