$ strings /bin/bash | grep bashdb

to see where the installed bash looks for the debugger start file.  If
you don't get any output, bash isn't built with debugger support.

You have to rebuild bash yourself to change pathnames.h.  Or you
could just symlink /usr/share/bashdb to /usr/local/share/bashdb.
