According to <https://www.freebsd.org/cgi/man.cgi?query=seq>, seq
appeared in Version 8 AT&T UNIX.

Is it?
$ size /usr/bin/perl /bin/bash
text data bss dec hex filename
2068661 27364 648 2096673 1ffe21 /usr/bin/perl

Of course, a lot of perl is part of loadable modules.
