It's free software. It does not come with any guarantees.
That said, I routinely configure the binutils on i686-pc-linux-gnu,
specifically, Red Hat Linux 7.3, and I never have any trouble.

It's tough to see how you could get this error unless there is
something fundamentally wrong with your system, like a buggy /bin/sh
or sed or something. What does intl/config.status look like when it
fails?
