[Bug binutils/642] New: objcopy testsuite CC/CFLAGS make enviroment

Objcopy's tests are not respecting CC or CFLAGS from the make environment. It 
seems to use the cc or gcc it finds in $PATH. This problem is with 
binutils-2.15.94.0.2, previous versions (2.15.92.0.2) did not have this 
problem.
