[Bug binutils/647] New: Windres reports syntax error in valid .rc file

I have simple one-line qpak.rc file containing only following string
100 RCDATA "sample.pak"
When I try to compile it windres gives me following error
#windres qpak.rc
/usr/bin/windres: qpak.rc:2: syntax error
While Microsoft rc and Borland brcc32 resource compilers compile it fine.
windres version is GNU windres 2.15.94 20041229
