It is true that binutils releases do not require maintainer tools like msgfmt.
It is only a requirement when building using snapshots from CVS. I don't think
it's unreasonable to require developers to properly install the suite of gettext
utilities.
On my Debian GNU/Linux system, msgfmt is packaged in the "gettext" package and
gettext is packaged in "gettext-base". I have them both installed.
I don't think you should have to install readline Cygwin packages to get these
utilities -- who would guess that? I notice, however, that the Cygwin package
list (at http://cygwin.com/packages) mentions "gettext" and "gettext-devel"
packages. You might like to investigate installing these instead.
