The bug you are reporting appears to be happening during the build of 
libiberty, so in theory you should report the problem on the gcc bugs 
mailing list (address@hidden) rather than the binutils list.

From the looks of it you are missing part of the sources for libiberty. 
 Have you checked the sources that you are using ?  Does the testsuite 
sub-directory of the libiberty directory exist ?  It should do.

I just built a powerpc-unknown-lynx toolchain from the binutils 2.19 
sources, configured in the same way as yours, and I had no problems.
