The test case

This patch

caused a regression of gas of arm-none-linux-gnueabi target. The test case is
attached.

Steps to reproduce:

./as-new -o emutls.o emutls.s -meabi=5
../binutils/readelf -r emutls.o

Before this patch:

Relocation section '.rel.ARM.exidx' at offset 0xc88 contains 7 entries:
