With CLooG 0.16.2, the configure script comes with binutils-2.21 prints:
  checking for version 0.15.5 (or later revision) of CLooG
but, it barfs "no".

CLOOG_VERSION_MINOR is compared by "not equal", but it should be compared by
"less or equal".
