This is weird.
  LOAD           0x001f20 0x00003f20 0x00003f20 0x00000 0x00000 RW  0x1000

A zero length PT_LOAD?

Corresponds to
[18] .data.rel.ro      PROGBITS        00003f20 001f20 000000 00  WA  0   0  1

So why didn't that get removed by strip_excluded_output_sections?
