Please try master branch and download the testcase from Bugzilla to
reproduce it.  BTW, I configured binutils on x86-64 with

        --enable-plugins --with-sysroot=/ --with-system-zlib --disable-gdb
--dis
able-libdecnumber --disable-readline --disable-sim \
        --prefix=/usr/local \
        --with-local-prefix=/usr/local
