Seen when configuring binutils with CFLAGS="-g -Og" using gcc (Ubuntu
4.9.4-2ubuntu1~16.04) 4.9.4 on x86_64-linux.

FAIL: Run pr19579
FAIL: Run pr19579 (-z now)

This code in elf_x86_64_finish_dynamic_symbol

      else if (bfd_link_pic (info)
               && SYMBOL_REFERENCES_LOCAL (info, h))
        {
          if (!h->def_regular)
            return FALSE;

is returning false when processing "foo".
