    globalaudit.rd: Allow additional bits in DT_FLAGS_1

    With -PIE on x86-64, we get

     0x000000006ffffffb (FLAGS_1)            Flags: GLOBAUDIT PIE

    We should allow additional bits in DT_FLAGS_1.

        PR ld/22139
        * testsuite/ld-elf/globalaudit.rd: Allow additional bits in
        DT_FLAGS_1.
