The 7.8.2 release of gdb is quite old, and it used an old version of the BFD
library. I would urge you to try testing the most recent gdb release (8.1.1)
and if this bug still exists, then update this bug report.
I strongly suspect however that the bug will not be reproducible as there
have been lots of bugs fixed in this area of the BFD library over the last
few years. Also I tried but failed to reproduce the bug using gdb on Fedora
28 (version 8.1.1) and using the current BFD library on its own, ie without
gdb.
