Well assuming that you have a built toolchain available then:

  cd libiberty/testsuite
  make clean
  make check CC="valgrind gcc"

Should work.

Again assuming that you have a built toolchain available:

  cd gcc
  make check-gcc RUNTESTFLAGS="gcc/testsuite/g++.dg/dg.exp"
